Father Patrick Terence McGovern, SJ, member of
the Hong Kong Legislative Council, died almost suddenly after a heart attack in Wah Yan
College, Hong Kong, in the morning of Sunday, 30 September 1984, aged 64.
He was born in Dublin, Ireland, on 28 October 1920. At the end of his secondary schooldays
he felt himself internally called to the priesthood and the religious life. The call was
not altogether welcome. He was enjoying the freedoms of early manhood to the full and had
no wish to exchange them for the restraints of noviceship and scholastic life. After a
server struggle he listened to God’s call and entered the Irish Jesuit novitiate on 7
September 1938. He need not have worried. He accepted the foreseen restraints and duties
of Jesuit life, but within these limits, he was to enjoy life to the full to the end of
his days.
The happiness of a consecrated life is founded ultimately on love of God, trust in Him and
zeal for His glory. There can, however, be supplementary helps. Father McGovern’s
supplementary help was an ability to like very deeply the people he worked with or for. He
liked the young men who came to him for temporary help and remained his friends for life.
He made many lasting friends in his few years in Malaysia. He liked the soldiers he met as
an acting chaplain in Malaysia and remained always rather prosodies. He liked, quite
exceptionally, the young men with whose aid he founded the Industrial Relations Institute.
When he was appointed to the Legislative Council he expected to be a fish out of water,
but he soon found himself in the swim; he valued the immediate and continuing friendliness
of his reception and he soon came to have a high regard for the hard work done by his
fellow members and their devotion to the welfare of Hong Kong.
The early years of what was to be an usual life for an Irish Jesuit were notable in only
two ways: he came to Hong Kong in 1947; then, instead of doing the customary period of
teaching after language study, he received permission to go to North America for social
studies - strong aspirations were already stirring.
He was ordained priest in Ireland on 31 July 1953, and returned to Hong Kong in 1955. The
following decade was devoted to school work, with a few years of pastoral work and army
chaplaincy in Malaysia. His interest in social work, however, remained keen. He worked for
various voluntary agencies and in 1965 he became director of the Caritas Social Centre,
Kennedy Town.
In 1968, with the help of a group of workers, he founded the Industrial Relations
Institute (IRI) to train workers
“for participation in free, strong responsible trade
unionism” and to help them to recognize the dignity of their work. He remained
director of the IRI for only a few years. As soon as the workers themselves were ready to
take over, he resigned the directorship, but he retained a deep interest in the work of
the IRI and a deep affection for those who were running it.
Meanwhile he had become a regular broadcaster of five-minute social comments on Radio Hong
Kong. These comments were listened to, for he had no objection to being provocative.
One of his listeners apparently was Sir Murray Maclehose, then Governor of Hong Kong. Sir
Murray invited Father McGovern to transfer his provocative comments to the chamber of the
Legislative Council. Before long, Father McGovern made minor history by arriving on a
motor bicycle for his first attendance as a Legislative Councilor.
He and Mr. Andrew So, appointed at the same time, were generally recognized as unofficial
spokesmen for the workers and the underdogs of Hong Kong. Their speeches at open sessions
bore this out fully.
Father McGovern was an exact observer of confidentiality. Even his closest friends knew
nothing of what went on at closed sessions and preparatory meetings, or of what
modifications he succeeded in introducing into legislation. His friends did know, however,
that he was happy in his work and that he was not a man to be satisfied unless he was
accomplishing something.
The high point of his official work came when, valiantly but unavailingly, he led the
opposition to the amendment of the Abortion Bill.
In his last days, Father McGovern was deeply involved in the heavy round of official
duties attendant upon the initialing of the Sino-British Declaration. Did this heavy work
shorten his life? No one can say.
Yet these were not his last public acts. On the evening before his death he was asked to
open the new premises of the IRI, and he came home that evening full of happy confidence
that this was the beginning of expansion for his favorite work. Next morning he was dead.
At all the Sunday Masses celebrated that morning, before and after his death, prayer was
offered that we may
“wake up to our social responsibility.” It was a fitting
accompaniment to the death of one who had devoted his life and his energies to
accomplishing that awakening.

在 立 法 局 以 關 注 勞 工 事 務 見 稱 的 非 官 守 議 員 孟 家 華 神 父 於 一 九 八 四 年 九 月 三 十 日 晨 心 臟 病 突 發 ， 在 香 港 華 仁 書 院 逝 世 。 孟 家 華 神 父 為 耶 穌 會 士 ， 愛 爾 蘭 人 ， 享 年 六 十 四 歲 。 消 息 傳 出 ， 使 本 港 教 內 外 人 士 同 感 惋 惜 與 哀 悼 。 港 督 尤 德 爵 士 獲 悉 後 深 表 哀 痛 ， 他 說 ︰ 「本 人 獲 悉 孟 家 華 神 父 逝 世 感 到 十 分 哀 痛 。 在 過 去 多 年 來 孟 神 父 對 行 政 及 立 法 兩 局 的 工 作 貢 獻 良 多 。 他 更 時 刻 關 注 普 羅 市 民 的 福 利 ， 我 們 將 懷 念 他 。」
正 在 北 京 出 席 國 慶 的 香 港 政 界 知 名 人 士 訪 問 團 各 成 員 驚 悉 之 後 也 均 表 哀 痛 。 其 中 鍾 士 元 爵 士 指 出 孟 神 父 在 立 法 局 擔 任 非 官 守 議 員 有 相 當 長 的 時 間 ， 並 曾 一 度 是 行 政 局 非 官 守 議 員 ， 他 和 孟 神 父 的 交 情 特 別 深 厚 ， 因 他 們 除 了 同 是 兩 局 議 員 外 ， 也 都 是 公 務 員 薪 俸 及 服 務 條 件 常 委 會 委 員 。 他 長 期 以 來 都 是 一 個 敢 言 敢 說 的 非 官 守 議 員 ， 經 常 為 一 般 市 民 及 勞 工 爭 取 福 利 ， 因 此 他 的 逝 世 ， 深 感 惋 惜 ， 並 向 孟 家 華 神 父 的 親 友 慰 問 。
立 法 局 議 員 蘇 國 榮 對 孟 神 父 去 世 的 噩 耗 也 深 表 惋 惜 ， 他 說 認 識 孟 神 父 已 二 十 多 年 ， 是 他 華 仁 書 院 求 學 時 的 老 師 ， 且 在 勞 資 關 係 協 進 委 員 會 共 事 多 年 。 他 是 率 直 敢 言 ， 富 幽 默 感 ， 為 勞 苦 大 眾 終 日 奔 波 ， 毫 無 怨 言 。
本 港 耶 穌 會 定 於 本 月 二 日 下 午 三 時 在 跑 馬 地 聖 瑪 加 利 大 堂 為 孟 神 父 舉 行 殯 葬 彌 撒 ， 由 會 長 顏 愛 群 神 父 主 禮 。 彌 撒 中 由 相 識 孟 神 父 四 十 多 年 的 霍 理 義 神 父 講 述 孟 神 父 的 生 平 。 彌 撒 後 ， 由 鄧 以 明 總 主 教 主 持 追 思 禮 ， 之 後 出 殯 到 跑 馬 地 天 主 教 墳 場 安 葬 ， 由 艾 巧 智 副 主 教 主 禮 。 執 紼 的 各 界 人 士 中 ， 有 許 多 是 教 外 者 。

辛 勞 ， 數 年 前 已 發 覺 心 臟 有 病 。 上 月 三 十 日 晨 八 時
前 他 在 華 仁 書 院 宿 舍 感 到 胸 口 疼 痛 ， 會 方 立 即 召 醫
生 急 救 ， 但 二 十 分 鐘 後 即 安 息 主 懷 。 他 在 港 三 十 多
年 為 市 民 造 福 ， 如 今 德 備 功 全 ， 到 天 國 領 受 他 的 賞
報 。
